The 7th International Parliamentarians’ Conference on the Implementation of the ICPD Programme of Action (IPCI) has taken place in Ottawa, Canada, on 22’23 October 2018. The Conference succeeded in promoting dialogue among parliamentarians from all regions of the world on the implementation of the 1994 ICPD Programme of Action, with a view to achieving further commitment to collective action in the areas of resource mobilisation and the creation of an enabling policy environment for population and development.
The 7th IPCI/ICPD conference marks the 24th anniversary of the ICPD. Despite the passage of time, the Cairo Programme of Action has remained relevant and still resonates today as it did in 1994.
Therefore, parliamentarians at IPCI 2018 pledged to redouble their efforts to implement its visionary recommendations as a key part of the 2030 agenda. The conference produced a forward-looking and action-oriented declaration that builds upon previous IPCI Commitments.

We are concerned that despite the gains made in the past 24 years, these gains have not been experienced equally by all, and that there is a rising inequality within populations where a considerable number of people continue to live in conditions of extreme poverty, without the fulfillment of their human rights and fundamental freedoms. We recognise that the provision of sexual and reproductive health services, including family planning, leads to a country’s social and economic progress.
